Sam Arnold, Economic Development Analyst I, City of Colorado Springs

Sam is the Analyst for the Colorado Springs Economic Development Department. In this role, he coordinates issue resolution for businesses, prepares and presents data to internal and external stakeholders, and assists with development efforts – including managing the Rapid Response Program. Sam also serves on the Colorado Springs for Small Business Advancement (COSSBA) team, the RISE Southeast Coalition, the Development & Redevelopment Taskforce, and led the economic vitality strategic plan development work group team for the City’s 2025-2029 strategic plan.

He began working for the City as a Leadership Fellow and worked for multiple City of Colorado Springs divisions, including Economic Development, Community Development, and Recreation. He has been with the Economic Development Department full-time since July 2022. Before coming to Colorado, Sam started his public sector career in part-time roles for the Cities of Vista and Escondido in his home region of North County San Diego, California.

Sam graduated from Wheaton College in Illinois with a bachelor’s degree in political science in May 2021. While in undergrad, he was a member of his class council, played percussion for school-sponsored events, and pitched for four years on the varsity NCAA baseball team. After graduating, he participated in The Fellows Initiative, a nine-month professional and leadership development program hosted by First Presbyterian of Colorado Springs. Sam is now a leader in the church’s young adult community and is a member of the church’s strategic planning team.
