County Revitalization Authorities: A New Tool in the Redevelopment Toolbox

Colorado HB24-1172 went into effect in August, and with that comes a new way for counties to utilize tax increment financing to address areas that are unincorporated but urbanized and in need of reinvestment.  Through the lens of “opportunity factors,” investments are designed to target public benefits such as critical infrastructure, mobility, affordable housing, job creation, and access to healthy food, community medical services, parks, and education.  This session will help you begin to unpack this gamechanger with others engaged in the process.
