Ben Fulton serves as the Development Policy Analyst for the Adams County Community and Economic Development Department, where he manages the department’s legislative and regulatory efforts. Before joining the county in April 2024, he worked as a Senior Consultant at Public Sector Consultants. In this role, he led multi-disciplinary teams in the design and execution of public policy research, evaluation, and implementation projects, often in support of local and state governments. Ben has previously served in other public and nonprofit sector roles, including as a Senior Associate for State Policy at the Pew-MacArthur Results First Initiative in Washington, DC, where he managed the initiative’s evidence-based policymaking efforts in multiple counties and states. Ben received his bachelor’s degree from Michigan State University and his MPA with a concentration in Public Policy Analysis from the University of Missouri.
