
Candace Payne Honored with Economic Development Achievement Award at EDCC’s 2025 EDIE Awards
Pueblo, CO — October 28, 2025 — The Economic Development Council of Colorado (EDCC) presented the Economic Development Achievement Award to Candace Payne, Executive Director of the East Central Council of Governments and Prairie Economic Development Corp., during its annual Drive|Lead|Succeed Conference in Pueblo. The EDIE Awards recognize excellence in economic development and celebrate leaders and communities shaping Colorado’s economic future.
Payne was recognized for her career-long dedication, multi-faceted leadership, and transformative impact across Eastern Colorado. Serving simultaneously in six official roles—including Executive Director, Transportation Planner, and Business Loan Fund Manager—she has been the central hub for numerous programs and initiatives that support business growth, housing stability, and regional development in her highly rural region.
Her organization manages an extensive portfolio of financial and community programs, including six business loan programs, free loan packaging, down-payment assistance, and owner-occupied housing support, while also promoting tourism and recreation to stimulate regional income.
A tireless advocate, Payne has ensured that Eastern Colorado’s voice is amplified at the state level, actively engaging with EDCC, participating on the Colorado Housing Board, and mentoring emerging economic development professionals. Her leadership exemplifies a career built on service, innovation, and a steadfast commitment to strengthening both her local communities and the statewide economic development profession.
